In a high school golf match, is it a penalty to kneel on the putting surface?

During a recent high school match, a girl was penalized a stroke according to the opposing coach due to kneeling on the putting surface? No where does it state that penalty in the rules book. I didnt know if there was other ruling on the judgement.
